The history of the working of the Legislative Council in the Punjab, 1897-1947, can be divided into three distinct phases- 1. 1897-1919; 2.1920-1936 and 3. 1937-1947. During the first phase, the punjab legislative Council consisted mainly of official and non-official members and a few elected members belonging mostly to the landlord classes. with a sprinkling of the merchant and professional classes. The second phase, which was ushered in under the shadow of Jallianwala bagh massacre and atrocities of the martial law days.
