When my friend Shri N. K. P. Salve , MP, Executive Chairman of the Institute of Constitutional and Parliamentary studies , requested me to deliver the Third B. R. Ambedkar Memorial lectures under the auspices of his Institute, i readily agreed. Eminent personalities had given these memories lectures earlier and it was an opportunity for me not only to pay homage to one of the great sons of India , which Ambedkar indubitably was, but also to think aloud before a learned audience on a theme which continues shamefully, to plague our national scene.
